A little background on 24/7 sobriety programs:
The 24/7 Sobriety Program was first implemented in South Dakota in 2005 and has migrated to other States. The program itself is very simple: a judge, parole or probation officer can order an offender to submit to in person twice-daily alcohol breath tests or other approved testing, as a condition of release, prior to trial or as part of sentencing post-conviction, probation or parole.
The program assists in the management of jail and prison populations and parole and probation strategies. Evidence based 24/7 Sobriety Programs also impact family courts, success of treatment protocols, driver license reinstatements and is used as a method to ensure that conditions of bond are being met in a pretrial environment. The defendant will most frequently incur all costs associated with monitoring, alleviating the financial burden on participating agencies and taxpayers.
Properly designed evidence based 24/7 sobriety programs have demonstrated their ability to impact the criminal justice system and enhance public safety in jurisdictions where these programs have been implemented. Unlike many monitoring programs, evidence based 24/7 sobriety programs have shown to produce long-term impact on recidivism and behavioral change years after the participant has graduated from the program. The reason this program works is because it provides offenders with consistent monitoring, clear expectations, and immediate accountability through positive or negative feedback dependent upon participant compliant or non-compliant behavior.
